Free Tuition v. Crime

All 2018 Baltimore City public high school resident graduates will be able to attend Baltimore City Community College (BCCC) tuition-free. The free tuition program will be available to students regardless of income or GPA. It is part of Mayor Catherine Pugh’s crime reduction strategy.

Studies show a connection between higher education levels and reduced incarceration rates. The average cost of incarceration per inmate in Maryland is $38,360. Tuition at BCCC for 1 full-time (12 credits) student is $2640.

The Mayor’s Scholars Program free tuition is a partnership between the mayor’s office, Baltimore City Community College (BCCC) and Baltimore City Public Schools.
